V.                 Commission Votes

a.       Resolution Opposing DDOT Public Space Permit Application – 1401 22nd Street SE

Motion: Cm. Muhammad, 2nd: Cm. Clark. Passed.


b.       Discussion of Anacostia Casino

The Board of Elections will hold a hearing on the the gaming application for a location in Anacostia. The Commission doesn’t believe proper notice has been given to allow us to mobilized the community to give proper input.

VI.               Standing Reports:

§  Metropolitan Police Department 6th District

PSA 607 Officer Hull discussed the deployment of mountain bikes on Good Hope Rd and Minnesota Ave. Reaching out to the community to do “Parks and Walk” in the community for Good Hope Road, Minnesota Ave and Fairlawn. Working to locate block captains to help organize the “Park and Walk.” We are encouraging everyone to come out to the PSA meetings 2701 Penn Ave SE on the 1st Saturday of the month.


§  Metropolitan Police Department, 7th District

Commander Parker said the main shootings. Assaults are down in 701. They are troubling because they are in the same area but not getting the public’s cooperation. Lots of people of outside. They are heavily witnessed events, but folks are coming forward. Detectives don’t’ have enough to make an arrest that could lead to a prosecution.  Offer Up apps. Safe location 6D, Harbor Branch and the 3D. 7D can also be used if needed.

 §  Mayor Bowser will be walking in the Congress Heights Parade and the Funk Parade and invites everyone to come out and walk

§  For other Office of Councilmember LaRuby May, Mike Austin discussed an upcoming Record Sealing & Expungement Fair at the R.I.S.E. Center. There will be a Veterans resource fair held on May 21, 2016 from 10 am to 4 pm.

VII.            Invited Speakers:

§  Update on the Sports Arena at St. Elizabeths

Speaker: Elissa Silverman (I), At-Large Councilmember

Councilmember Silverman said she is in opposition of a gaming initiative. Wants to ensure it fails again. Says she wants more invention funding for the younger kids by maximizing opportunities to employ District residents. Police can only do so much. She discussed the Displacement Prevention Amendment Act of 2016 that will help prevent displacements and protect tenant and homeowners’ rights in the city. She also discussed that she wants $50M to mean $50M when it comes to the Wizards practice arena.  There is a commitment to hiring Ward 8 residents but there is no firm agreement on the percentage.

§  Release of Request for Proposal: MLK Gateway

Speaker: Darnetta Tyus of the Office of the Deputy Mayor for Planning and Economic Development discussed the MLK Gateway and vacant storefronts on Good Hope Road. They are issuing a RFP that will be released at the end of May. Once we they have responses, the office will come back to the ANC to discuss.

Commissioner Tina Fletcher announced she is holding a SMD meeting on May 21.

Commissioner Troy Donté Prestwood announced he is holding an SMD meeting on June 11.
