Monthly Meeting Minutes

Meeting was call to order at 7:07 PM
Commissioners Baker, Agyei, Prestwood, Jones Clark and Muhammad present at the time of role call.
Commissioner Thompson was a late arrival at 7:26 PM. Commissioners Clark and Muhammad departed at 8:36
PM at the conclusion of commission votes but prior to meeting adjournment.
The February meeting agenda was approved unanimously with changes.
The January 2020 meeting minutes were adopted as presented to the commission.
Public Safety Update
Metropolitan Police Department
Sgt. Marble presented updated crime statistics for Police Servers Area (PSA) 607 for the month of January. Sgt
Voulo presented updated crime statistics for PSA 701 for the month of January. Lt. Hill of 6D fielded questions
on community concerns. Residents raised questions regarding abandoned vehicles. 6th District will be
conducting a sweep in PSA 607 with DPW for abandoned cars in the coming weeks. MPD left information for
residents on how to protect vehicles from theft.
Office of Neighborhood Safety and Engagement
Nkenga Garrett of the Office of Neighborhood Safety and Engagement (ONES) shared information on how the
ONES Office is working to interrupt potential criminal behavior in Anacostia and Invited residents to
participate in a community engagement committee which is currently being formed. Interested persons can

Community Presentation
Andrew Trueblood, Director, DC Office of Planning
Director Trueblood reminded us of the importance of filling out the 2020 Census. More information on the
importance of the census can be found at www.dccensus2020.dc.gov. He also spoke on the DC Comprehensive
Plan (Comp Plan) which is required by the Home Rule Act. Currently under consideration for review are the
24 chapters outside of the framework element. ANC 8A has until February, 14 2020 to weigh in on the
proposed changes and make additional suggestions with a resolution. The Office of Planning’s goal is to have
the Comp Plan approved by the DC Council by the end of the year. Hearings and Mark-up are expected this
summer. More information on the Comp Plan can be found at www.plandc.dc.gov.
The DC Health Equity Report and Housing Equity Report were mentioned as valuable resources for
communities concerned about equity.

Scheduled Commission Votes:
1. Nominations for ANC 8A Committees (8A)- Commissioner Baker moved to have all current nominees
extended to March 2020. Motion was seconded by Cmr. Agyei. Motion passed 7-0-0
2. Support for DC Commission on the Arts and Humanities’ Playable Art Project Public Art at Anacostia
Library (8A02) - Motion to support the public art project was made by Cmr. Clark and seconded by Cmr.
Muhammad. Motion passed 7-0-0
3. Support for Renaming Good Hope Road, SE to Marion Barry Avenue, SE (8A02, 8A03, 8A05, 8A06)
Motion to support the street renaming was made by Cmr. Clark and seconded by Cmr. Muahammad.
Motion passed 4-3-0 with Baker, Agyei and Jones voting against the renaming.
4. Amendment to Commission’s November 2019 Vote re: ANC 8A Updates to Reunion Square
Development and CBA Recommendations. Proposed change “8A traditional public schools” shall be
removed and replaced with “all schools in ANC 8A” (8A06) Consideration for vote was withdrawn by
Cmr. Jones due to changes to the CBA received that day.
5. Resolution to Deputy Mayor Donahue requesting audit and gap analysis of procedures, programs, and
services in place to reduce violence in ANC 8A and report on how effectively they are working (8A)
Motion to send a formal request was made by Cmr. Agyei and seconded by Cmr. Prestwood. Motion
passed 7-0-0
6. Letter of support for Alberta Paul for the Cafritz Awards (8A01) Motion to send a letter of support was
made by Cmr. Muhammad and seconded by Cmr. Clark. Motion Passed 7-0-0
7. Resolution to DDOT to remove Bus Stop 1003334 from 1300 Block of Morris Road, SE (8A06)
Motion to request removal was made by Cmr. Jones, and seconded by Cmr. Baker. Motion passed
3-1-3 Cmr. Muhammad voting against the motion and Thompson, Prestwood and Clark abstaining.
8. Resolution to DDOT regarding requested one-way street conversion for selected streets in ANC 8A (8A)
Consideration for vote was tabled until the March 2020 meeting.
9. Resolution to support the 2020 Census (8A) Consideration for vote was withdrawn by Cmr. Baker at the
request of Cmr. Muhammad.
10. Resolution in support of Amendments to the DC Comp Plan (8A) Motion to send a resolution of support
was made by Cmr. Muhammad and seconded by Cmr. Clark. Motion Passed 7-0-0

Community Presentation
SPEAKER: Mike Grier, Chair, Ward 8 Education Council
Ward 8 Education Council Chair Greer was joined by Candice Mott of the Office Of the State Superintendent of
Education who presented on Career and Technical Education CTE programs available in the District through
federal grant funding. More information on CTE can be found at www.osse.cte.gov. Ward 8 Education Council
can be found on Facebook. Their next meeting is on March 18, 2020 with guest Councilman At-large David
Grasso.

Concern was expressed on the pending displacement of Excel Academy.
Disapproval expressed by a resident on the commissions vote to remove the bus stop on Morris Rd.
Concern expressed about the removal of Anacostia parks being removed for the Far SouthEast element
of Comp Plan.
